A multi-component national reform programme needed structured evidence beyond activity counts, supporting oversight and USAID reporting.

Provided internal M&E support across activities, including beneficiary surveys, activity reviews, geographic results mapping, and consolidation of evidence for quarterly reporting.

Generated structured monitoring inputs on implementation, beneficiary perspectives, and geographic coverage for programme review and reporting.

Final Evaluation of Integrated Food Security & Livelihoods Programming

A final evaluation needed to examine diverse food-security interventions together, compare evidence with an earlier midterm assessment, and identify lessons for future programming.

Conducted a mixed-methods evaluation spanning cash assistance, emergency rations, market strengthening, cash for work, livestock support, vocational training, and small-business grants.

Delivered a consolidated assessment, comparative perspective, lessons learned, and practical recommendations for future programming.

Healthcare quality needed to be understood across multiple municipalities and from both patient and provider perspectives in a fragmented operating environment.

Supported Round 2 of structured provider and patient surveys across Tripoli, Benghazi, Misrata, and Sabha, averaging approximately 20 healthcare facilities in each municipality.

Generated facility-level evidence on patient experience, provider perspectives, service-delivery conditions, and healthcare improvement priorities.

Organisational Capacity Assessment & MEAL Function Strengthening

An organisational assessment needed to identify practical strengthening priorities for programme quality, accountability, learning, and evidence use in a demanding human-rights context.

Independently led a USAID Organizational Capacity Assessment framework process, assessed systems and management practice, structured the MEAL function, and led a final project evaluation.

Provided a structured diagnosis and practical recommendations to strengthen programme quality, sustainability, institutional learning, and the MEAL function.
