Libya Public Financial Management was a complex national reform programme operating across several interconnected areas, including public financial management, institutional capacity, electricity-sector reform and the business enabling environment. Its scale and breadth created a monitoring challenge: programme teams needed more than activity counts. They needed structured evidence showing how activities and training were being implemented, how participants experienced them, where results were emerging, and how this information could be consolidated for programme management and USAID reporting.
In a fluid Libyan operating environment, this also required an M&E approach capable of translating dispersed programme activity into evidence that could be reviewed and communicated consistently across a multi-component reform portfolio.
Selected expert experience delivered through People Demand Change provided internal M&E support across LPFM activities. The work included beneficiary surveys to capture feedback on training and programme activities, review of activity implementation, and visualisation of implementation results through geographic mapping.
Monitoring evidence was then organised to support programme review and quarterly reporting to USAID. The emphasis was on creating a practical connection between what was being delivered, what participants and beneficiaries were reporting, where implementation was taking place, and what programme managers needed to communicate through formal reporting.
The assignment generated structured monitoring inputs on activity implementation, beneficiary perspectives and geographic coverage that could be incorporated into programme oversight and quarterly reporting. This gave programme teams a clearer evidence base for documenting implementation progress and communicating results within a complex reform programme.
For Mizan Evidence, the experience demonstrates the value of embedded MEAL support inside a large institutional reform programme, complementing independent monitoring with the practical systems needed to turn implementation information into decision-ready evidence.
